I downloaded Photoshop's free iPhone app this weekend. Under the 'Effects' menu (top right), if you select 'Vignette Blur' you get a tiltshift like image. Apply the filter several times to increase the tiltshift'ness of the shot. Also allows you to do a bunch of other cool effects, crop, saturation, etc. And it's free, or 699 bucks cheaper than the official copy of Photoshop for your laptop!
